Does a tachymeter or tachometer replace the second hand?

Does the "second hand" only serve to start spinning when you hit the stopwatch button or what? How do you actually measure with the meter?
a tachymeter is simply a scale marked on the outside of the watch face which allows you to measure speed as a function of time. You hit start, the second hand sweeps, and then after a known distance you press stop. the position of the second hand indicates the average speed of the car/boat/plane etc.
In this type of watch you would selelct the mode in the same way as you would for a digital. In tachymeter mode, the second hand will stop counting seconds and sweep to the zero posisition. you can then start and stop the hand as required. the hour/minute hands continue to work as normal. When you go back to time mode, the second hand will sweep back to the current seconds and tick ass normal.
A tachometer is different altogether and measures rotational speed of a motor etc
